To my knowledge this is the first church document that refers to 'sourpusses'. It must be the first lengthy papal document for some time, too, that refers to the Magisterium only twice in passing. Nor does Pope Francis refer explicitly to clerical sexual abuse. Francis is not interested in radical institutional or doctrinal change but wants to help a dysfunctional church work better at compassionately communicating God's love.

The Catholic Church hierarchy now seems more prepared to admit institutional and personal failures prior to 1996. They are yet to admit the pervasive, closed clericalist culture which infected the Church until at least 1996, but that will come. Let's hope that the Victorian police can also now move forward admitting past mistakes without manufacturing excuses which do not withstand the contemporary spotlight.

If the Catholic Church is mentioned frequently in the report of the Victorian parliamentary inquiry into the sexual abuse of children, Catholics and their leaders can hardly complain. Among the churches scrutinised by the committee, only the Salvation Army has an even remotely comparable record of abuse. The Napthine Government should implement the inquiry's recommendations — with one exception.

'The Church should not give any appearance of hiding behind the corporate veil. Justice demands that present church leaders agree to satisfy any judgment debt against their predecessors or their deceased predecessors' estates when there is an allegation of past failure to supervise or adequately investigate a sexual predator in the ranks. The limitations of Marr's account are the obverse of its virtues. It sifts Pell's motives and words but not those of his critics, and simplifies complexities. The details are designed to imply character. Churches are empty or full depending on the needs of the plot; Pell does not speak but booms. If a cock crows in a distant farmyard it crows for the Cardinal alone. This makes for engaging reading, but demands careful judgment.

I wish he would invite me to be his temporary consultant, to offer him advice for his next 500 days. I'd begin by proposing a substantial Vatican-led inquiry, into why the Church has been so troubled by sexual abuse across various countries. Then I would point to the experiences of several large secular institutions, including the New York Times and US Army, that have rebuilt after crises.

In Australia, September is the month of religious media conferences. This year church media, particularly Catholic media, face a growing challenge: how to deal with bad news about the Church, especially stories regarding sexual abuse and failures of governance. Pope Francis' own style of communication suggests an alternative purpose and approach that such media might adopt.

'The Towards Healing protocol is not a substitute for criminal prosecution of sex abusers. Nor is it a cheap alternative to civil liability for damages. It is a procedure available by choice to victims in addition to criminal prosecution of perpetrators or pursuit of civil damages for negligence by church authorities.' Decades earlier, my amigo's then eight-year-old brother had been abused by a religious man of the cloth. Robinson's recent book on the culture of the Catholic Church critiques the factors that have contributed to clerical sexual abuse of children. Robinson desires institutional changes, yet institutional changes are insufficient unless relationships and attitudes change. In this there is a happy conjunction between Robinson's project and the way of proceeding of Pope Francis.

Victims of church sexual abuse have suffered a setback with NSW Government moves to impose a ten year statute of limitations. For many victims, it takes much longer than ten years before they are ready to tell their story. If they are forced to speak before they are ready, they may speak half-truths or not speak at all.
